Churn is the design constraint
If enrolling a new worker means walking to the gate and typing on a keypad, it will not happen reliably, and the site reverts to a register within a month. The only version of this that survives is one where a supervisor can add and remove people from a phone or laptop.

- Workers moving between sites enrolled once, pushed to the gates they need
- RFID cards for workers whose fingerprints will not read
- Access withdrawn automatically when an assignment ends
